Some of the companies do not advertise current vacancies in the newspapers or on the internet. They have a steady stream of resumés / applicants coming in just form word of mouth. BUT, because they do not have anything advertised does not mean they do not have any vacancies and it does not mean they will not hire you. 

65% plus of current jobs are not advertised. You will want to snail mail and / or fax a copy of your resumé to all the offshore drilling contractors, offshore construction and engineering firms, oil companies and special services companies. To do this you will need a current and reliable list of the companies engaged in this business.
